movements in Armenia in the 1960s, the Azerbaijan SSR Supreme Council Presidium ratified
the May 5, 1938 decision through to May 7, 1969. Only after Heydar Aliyev came to the leader-
ship of Azerbaijan on July14, 1969 was the implementation of this decision halted. However,
Armenia did not draw back from this policy, and in October 1984, thousands of hectares of
Azerbaijan’s Kazakh and Gedebey regions were given to Armenia (Map 16). The Republic of
Armenia maintained the policy of the Armenian SSR regarding the deportation of Azerbaijanis
from Armenia and seizing Azerbaijani lands.
The Republic of Armenia (1991).
The modern Republic of Armenia declared its independence
in September 1991, when Azerbaijanis were deported from their historical lands and when the
hostile war against Azerbaijan was rampant. Using external support, the Republic of Armenia
invaded Azerbaijan’s districts of Shusha (May 8, 1992), Lachin (May 18, 1992), Kelbejer (July
7, 1993), Agdam (July 23, 1993), Fuzuli and Jabrayil (August 23, 1993), Gubadli (August 31,
1993) and Zengilan (October 29, 1993). Unlike previous Armenian republics, the Republic of
Armenia advanced its genocide and terror policy to the newly invaded territories of Azerbai-
jan (Map 17). The Republic of Armenia abolished the district divisions left from the Soviet era
and shifted to a new administrative-territorial division of provinces in 1996. The territory of
the Republic had been divided into ten provinces and Iravan city, which holds the status of
