work of the social office was reinstated on June 22, and at that
time the debt sum of 150,000 was divided. Martial law was de-
clared on June 23. The urban militia was subordinated to the
local administration according to the decision of June 27. One of
the most important decisions was when the Azerbaijani (Turkic)
language was declared the state language. The Government of
ADR in Ganja also adopted resolutions to form institutions of
military service on July 11. The historical name of the city was
restored by government decision on July 30, 1918. The citizen-
ship law was adopted on August 23.
The government of the ADR formed a group to investigate the
genocide against Azerbaijanis by Armenia-Dashnak members
in the period of the downfall of the Russian Empire, especially
in March of 1918. At the same time, the main duty of the state
was to achieve territorial integrity, which had particular signifi-
cance in the formation of the army in the Republic.
Khosrov bey Sultanov Pasha filled the Ministerial post that
was organized by the Administration Cabinet in Tiflis. There
was also a War Minister post in the Administration Cabinet that
formed in Ganja. The Government of the ADR organized a War
Department and allocated 10 million in investments. One of the
most important steps in forming the army was when the de-
tached regiment of the ADR was joined to Nuri Pasha’s division
under the title of the Islamic Army. The Caucasus Islamic Army
played a historic part in preventing the attack of the Soviet of
National Commissars (which seized power in Baku) and liberat-
ing Baku. As the result of a successful military operation, Baku
was liberated on September 15, 1918. The government of the
ADR came to Baku on September 17. Baku became the capital
of the Azerbaijani state. In spite of the move of the capital, Gan-
ja and the Ganja district continued its historical mission in the
preservation of the independence of the state. The government
