upper districts of the Guba province. Therefore, in 1838 a punishment expedition was organized
against the population of the same districts. In June, the enemies won the war in Ajiakhur. Most
of the rebels went to the mountains. The population was forced to take an oath and pay taxes to
the treasury.
The rebellion of 1830 led to the administrative-judicial reform of April 10, 1840. As a result of
this reform, the Guba district was established as part of the Darband military unit (together with
Samur). As a result of the administrative-territorial division of 1846, the Guba district was includ-
ed in the composition of the newly created Darband province. According to the regulations of
May 5, 1860, the administration of the Darband province in the Dagestan region was liquidated.
Guba district was then included in the Baku province.
Despite measures taken by the tsarist government, they could not prevent the protests in Guba.
In 1877, a revolt occurred in Guba. The superior forces of the tsarist government managed to
suppress the revolt in November. At the end of the nineteenth century and the beginning of the
twentieth century, the protests continued against the tsarist regime.
According to the Caucasian calendar, the area of Guba district was 6308.61 sq. versts. 171,248
people lived in the district, of which 170,148 of them were local residents and 1100 were living
there temporarily. The populations consisted of 91,871 men (53.65 %) and 79,377 women (46.35
%). In the district, 5206 were Russians. The population of the city of Guba was counted at 26,956
persons.

In the nineteenth and twentieth centuries, Guba took an important place in the socio-economic
life of northern Azerbaijan due to the colonial policy of the tsarists. Guba was one of the main
madder-growing centers. Traditional production disciplines were developing, such as carpet
weaving, agriculture, and other fields.
As a result of the February Revolution in 1917, the Russian tsarist government was dethroned
and a temporary government was established. The organization of local temporary government
organizations began in the Guba district as in other places. Executive committees of social organi-
